The parliamentary term is a long and winding road, an epic adventure that leaves our steely MSP warriors bruised and broken when recess finally comes around. They look out on that new daunting journey this week as the legislative programme is unfolded, as the first joust of FMQs gets going and as Crap Holyrood Chat enjoys its latest relaunch (it's like Kylie Minogue's career here, mercifully without the gold hotpants).

Anyway, with this odyssey in mind, what better motion to kick off some Holyrood Chat with than this one on marches and parades....

S3W-26912 - Bill Butler (Glasgow Anniesland) (Lab) (Date Lodged Thursday, September 03, 2009): To ask the Scottish Executive how many marches and parades were held in 2008, broken down by local authority area.

I am sure Bill has his reasons but really, why would anyone need this information?

Anyway, hopefully CHC will enjoy this parliamentary parade with Mr Butler and his 128 colleagues right up to recess 2010.

I have been meaning to do this for ages, but Jeffs rallying call inspired me to revisit it.

A paltry 6 months ago, WWF (the panda lovers, not the wrestlers) held an earth hour which meant that people, if they cared about our dear circle of a world, were to turn off all their lights (and electricity if they were really committed).

The fact that this occurred during a vital world cup qualifier between Scotland and Holland did not deter dozens of MSPs from signing their support. Sadly for them, the crafty people at the WWF took their names and added them to a list of organisations and people who had effectively signed up to earth hour. The question is, how many of those MSPs can honestly say that between 8.30 and 9.30 on the 28th March they switched off their lights? We would be angry if mentioned business shut as Whyte and Mackay and Scottish Power Reneged on their green credentials, so step forward those listed MSPs (for some reason blogger will not let me paste - but they include Wendy Alexander, Rebel Malcolm Chisolm, Blogger Jamie Hepburn, Signing Sensation Stuart McMillan, and Sleepy Sir Jamie Mcgrigor) and tell us - were you really in the dark on that fateful night, or did you just lie as the Tabloids would lead us to believe you do every day?

That the Parliament is disappointed with the rather timid recommendations set forth in the publication, Serving Scotland Better: Scotland and the United Kingdom in the 21st Century; believes that proposals merely to redraw Scotland’s complex relationship with Westminster would only perpetuate a complex constitutional mess; regrets that the outcome of this report seems largely predetermined by an unrepresentative unionist clique as evidenced by the convenient sidestepping of full fiscal autonomy and veto powers, the paucity of public meetings and the commission’s own stated objective of securing the union; recognises the National Conversation to be much more democratic in its deliberations, considering as it does all constitutional options; sees the Isle of Man and other crown dependencies flourishing through self-governance and wonders why Scotland is not recommended the same privilege; notes that these crown dependencies have long successfully governed in many areas that the commission appears to believe Scotland incapable of managing, such as varying the tax regime, setting energy policy, regulating health professionals, running the postal system and meeting our unique immigration needs; recognises that the Isle of Man, Jersey, Guernsey and the other Channel Islands, with a population of less than 200,000 among them, are entirely self-supporting, receive no subsidies from the United Kingdom and even make an annual contribution to Westminster for defence services; welcomes any increased powers but is disappointed that Scotland will still be denied its own oil revenues and considers limited borrowing to be a far cry from a long-term solution; agrees with those economists who state that the Calman recommendations are at best an opportunity missed and at worst a recipe for economic instability; acknowledges the sovereign right of the Scottish people to determine the form of government best suited to their needs, as stated in the Scotland Act 1998, and therefore seeks the public’s view on this non-consensus document through referendum; suggests that there is no reason why the Scottish people should not decide how they should be governed; believes that these issues could simply be resolved by full Scottish independence, as any other system would restrict Scotland’s potential as an enterprising nation, and looks to take Scotland forward following a positive result in the free and fair referendum that the Scottish Government proposes to hold in 2010.

For length, word choice, partisan approach and distinct improbability of ever gaining a majority this seems a suitable motion to perhaps jump start Crap Holyrood Chat with.

Finally back with some crap chat to report, and it is a cumulative effort as the parliament has recently been swamped with a pandemic, not of swine flu, but of cheesy football related motions that dont really say anything whatsoever. The criteria seems to simply be that you exist, you dont have to have had any success.

S3M-04055 Aileen Campbell (South of Scotland) (Scottish National Party): First Division Champions— That the Parliament congratulates St Johnstone FC on its promotion to the Scottish Premier League; notes the hard work of the team, manager and backroom staff and the dedicated support of the fans, and wishes the team all the very best for a successful season next year.

To be fair, St Johnstone did win the league, so this motion is forgiven.

S3M-04031 Willie Coffey (Kilmarnock and Loudoun) (Scottish National Party): Kilmarnock FC, Scotland's Oldest Professional Football Club at 140 Years Old— That the Parliament congratulates Kilmarnock Football Club on its 140th anniversary; recognises that the club is the oldest professional football club in Scotland and has played a significant role in the development of professional football in Scotland, and looks forward to the club’s continuing contribution to a strong and successful future for Scottish football.

They are 140, but any lover of Arsene Wenger esque free flowing football will doubt the statement that they have played a significant role in football in scotland.

S3M-4011 Cathy Jamieson: Auchinleck Talbot FC Citilink Scottish Junior Cup Final—That the Parliament congratulates Auchinleck Talbot FC in reaching the final of the Citilink Scottish Junior Cup; notes that the club has won the Scottish Junior Cup on seven previous occasions; wishes the team well for the final against Clydebank FC at Rugby Park, Kilmarnock, on 31 May 2009; also notes that the club is currently celebrating its centenary year, and thanks everyone associated with the club for their continued work in the local community.

However, there was no consensus on this note.

S3M-04040 Des McNulty (Clydebank and Milngavie) (Lab): That the Parliament applauds the renaissance of Clydebank FC, which sees the team reaching the Citilink Scottish Junior Cup final for the first time since its reinvention six years ago; acknowledges the tremendous work of the United Clydebank Supporters Trust in its tireless support of the team that started out with no funds and still has no home; thanks everyone associated with the club for their contribution to the local community, and hopes that Bankie fans will have every reason to celebrate on 31 May 2009.

There is a hint at least of achievement in those, but this:

S3M-03444 Hugh Henry (Paisley South) (Scottish Labour): St Mirren Football Club— That the Parliament notes that St Mirren Football Club was established in 1877 and is one of the oldest football clubs in Scotland; further notes that St Mirren Football Club was a founder member of the Scottish League in 1890 and moved to Love Street in 1894; acknowledges the club's success in winning the Scottish Cup in 1926, 1959 and 1987; notes that the move from Love Street to the new St Mirren Park stadium provides a tremendous new stadium that will benefit both the club and the wider community, and wishes St Mirren Football Club success both on and off the field in this new chapter in its long history.

But they are second bottom?

S3M-04043 Shirley-Anne Somerville (Lothians) (Scottish National Party): Hibs Under-19s SFA Youth Cup Win— That the Parliament congratulates Hibernian Football Club under-19s on their SFA Youth Cup win; notes that the final against Rangers was won by two goals to one; further notes the exciting game that went to extra time as both teams were drawn one each, and also congratulates Kurtus Byrne whose goal in the last minute of extra time gave Hibs its first taste of Youth Cup glory for 17 years.

Also, in true crap chat fashion, some motions are double dunters!

S3M-04066 Richard Simpson (Mid Scotland and Fife) (Scottish Labour): Congratulations to St Johnstone FC— That the Parliament congratulates St Johnstone Football Club in capturing the First Division championship and wishes the club well on its deserved return to the Scottish Premier League next season.

George's latest is yet another example of a motion that I wager not one single person in the country would deem to be a worthwhile use of Parliament's resources:

S3M-03860 George Foulkes (Lothians) (Scottish Labour): Culture of SNP Cronyism— That the Parliament notes the reimbursement paid to Brighton-based singer Sandi Thom for services to the Scottish Government; recalls the “dosh for dinners” incident where, in the early days of the SNP government, donors were wined and dined at the First Minister’s official residence; notes the appointment of an SNP councillor as head of the Scottish Qualifications Authority, an SNP supporter as head of the Scottish Futures Trust and an SNP donor as head of the Scottish Council of Economic Advisers; remembers the SNP policy to deregulate bus services and considers that the SNP abandoned that policy after the owner of a major bus operator gave substantial funds to the SNP’s 2007 election campaign, and finally recognises the First Minister’s admiration for Scots-born, Barbados-based, SNP donor Sean Connery whose return to Scotland would be the ultimate homecoming.

Fair play to our MSPs though, the quality of the motions and PQs has been fairly high recently.

That the Parliament calls on the Minister for Culture, External Affairs and the Constitution to retract his derogatory remarks about parts of Glasgow, Aberdeen, Edinburgh, Stirling and Lanarkshire, made in his book, In Waiting: Travels in the Shadow of Edwin Muir, in October 1998; in particular calls on the minister to retract the comments that imply that Glasgow is too dangerous to get out of a car and that tenement closes are covered with the bodies of unconscious drug addicts, that describe the flag on Edinburgh Castle as “an awful mutant tablecloth”, that suggest that Dumfries is full of “skinny, ill-dressed women”, that Aberdeen is inhospitable and that Stirling is undesirable, and believes that it is against the interests of Scotland to have a minister who is responsible for promoting Scotland and its culture to be seen to continue to hold these views.

Heaven forbid that a politician would go out and, you know, actually meet people, talk to them and then tell it like it is.

Crap Holyrood Chat seems to have been impressed by the standard of motions and PQs of late. I have to admit my infrequent amble into what is being said at the Parliament has not turned up anything worthy of inclusion here.

That is until today. I fear Jackie Baillie is on thin ice with this rather poor motion and, so, she is entered into the vaults.

S3M-03567 Jackie Baillie (Dumbarton) (Scottish Labour): SNP Fails Dumbarton Academy— That the Parliament welcomes the decision by the Labour group of West Dunbartonshire Council to set a budget that included funding to enable a much-needed rebuilding of Dumbarton Academy; considers that the rebuilding of this 500-year-old school should be a priority; expresses considerable disappointment and anger that the SNP-led council failed even to consider the Labour group's proposals and voted against the rebuilding of the school; further expresses concern that, if the school is not rebuilt quickly, it will disadvantage thousands of young children in Dumbarton who are currently being denied access to the best educational environment possible, and therefore calls on the SNP to build a new Dumbarton Academy without any further delay.

A valid grudge perhaps, but a parliamentary motion? Save it for your campaign leaflets I think...

George Foulkes - As unionist as they come

I understand that George Foulkes is mad keen on keeping Scotland inside the UK but not only do I find it strange that this zeal is taken to such lengths that he is troubled by the Tories choice of name, but I am annoyed that he uses our money to register his disapproval via a crap motion.

Since entering Holyrood last May, Labour buffoon George Foulkes has asked a startling 850 questions and in the process, barring a few exceptions, unearthed nothing of any use. He discovered once that police numbers had gone up and another time that the new SNP Government spent less on special advisers than his lot did in the previous Government. Trawling through his parliamentary questions on the Parliament website is a soul destroying waste of time, however, I would like to point the following two questions out to everyone. Speaking from Arbroath Mr Martin said: "The Arbroath smokie, one of Scotland's best loved foods, has now joined the ranks of some of the biggest names in food and drink throughout the EU. Arbroath smokies are now on a par with: Champagne, Roquefort cheese and Parma ham in being granted special status and protection by the EU."

Mr Martin who has been working behind the scenes to support this decision by the European Commission said: "The people of Arbroath have reason to be proud of their smokies they are considered to be one of the special delicacies of the EU".

Following the meeting Marlyn Glen said: "It was great that David could find time in his busy schedule to visit Arbroath and brief Richard and I on this significant development. Although the European Union often seems very distant to some people victories such as this really brings home to local Arbroath people the importance of the EU."

Richard Baker MSP added: "The significance of the victory for this campaign, which was supported by David Martin and many of his colleagues in the European Parliament, is that the smoked haddock will now carry the EU's distinctive 'protected-product' symbol to prevent smokies being produced anywhere else in Europe - this is a great day for Arbroath".

All well and good you might think, and many would welcome Mr Martin's "behind the scenes" support.

Given his involvement however, I would have thought he may have known that the protection for Arbroath Smokies was secured by local producers, and was achieved five years ago.

It certainly was a great day for Arbroath, at the time.

*S3M-2731 Kenneth Gibson: Universal Service Obligation—That the Parliament commends the Communication Workers Union for its ongoing campaign to save the universal service obligation (USO) for the benefit of Royal Mail, its customers and its employees; looks forward to the final report from the review of the UK postal services sector, an independent panel headed by Richard Hooper, formerly Deputy Chairman of the Office of Communications (Ofcom), to be published in the autumn; notes that the review team’s initial response in May 2008 stated that competition within the sector had "brought no significant benefits" to either the public or small businesses and went on to express its view that "there is now a substantial threat to Royal Mail’s financial stability and therefore, the universal service obligation…the status quo is not tenable. I'm sure this policy was on their manifesto.

Many members have talked about how important it is for the Parliament to take decisions on the running of Holyrood and local authority elections, which would be eminently sensible. After all, as I suggested to Mr Gould, who is a Canadian, during a meeting of the Local Government and Communities Committee, it would be preposterous if the United States of America presided over the running of Canadian elections. It is daft for the Scottish ministers and the Scotland Office to have their oars in the water; we must conclude that the process should be devolved to Scotland.

The ballot paper design clearly caused confusion and difficulty. I am sure that lessons will be learned. I anticipate that whoever designs the next ballot paper will acknowledge that having two, separate, Holyrood ballot papers is essential.

More thought should be given to which parties are permitted to put their name on the regional ballot paper. Voters are confused by the plethora of minuscule three-men-and-a-dog parties—often recently formed and with as few as three members—that are allowed on the regional list. I am aware of no other legislature that allows such nonsense. It is clear that some voters are confused when they are confronted by ballot papers that include such parties. That does nothing to advance the democratic process.

2) He wouldn't be the first British player to win a grand slam for 72 years: Virginia Wade, Sue Barker both won singles titles, while his brother Jamie won a Grand Slam (doubles title) last year.

MSPs return from their summer holidays today so this can only mean one thing - Crap Holyrood Chat is back!

Scotland's cyberspace home of the great and good - sorry, scrap that - the terrible and inane chat that often emanate from our elected representatives kicks off again today too.

The site was set up during the summer so thus far we have only had retrospective inclusions. But now we can get a daily update of the nonsense that we are often subjected to in the name of democracy.

As the site's mission statement says the following is up for inclusion on CHC: "unnecessary partisan rants, intellectually-lacking speeches and/or ignorant waffling from our MSPs". So if you spot anything that fits the bill let us know.

Of course it's always open to MSPs to ensure there's nothing worthy (or rather unworthy) to put on the site. So the challenge has been set - let's see what happens next.

At 15:11 on 20th August, Pauline McNeill circulated the motion below round Parliament seeking support. Fair enough, gaining UNESCO City of Music status is an achievement, and I'm sure many MSP's would support it.

But next day at 09:40, Bob Doris circulated a motion on exactly the same subject (again, see below). This is perhaps the most pointless and (clearly) partisan question that I saw George Foulkes had asked of the 30 questions that I looked through from the good Lord.

And over what timescale have these 30 entries amassed? An elected MSP would have that many questions for the Government over what, a year? 6 months? Maybe even 3 months?

No, 11 days.

George Foulkes asked 30 questions of the Scottish Government between 16th June 2008 and 27th June 2008. And that was just the random part of the year that I landed on so is probably not even a special case.

I'm surprised the Scottish Government manages to get anything else done!

As anyone who has read Lord of the Flies or Animal Farm (or been a member of a Scottish Socialist party) will know, to be part of a collective is no easy task. Eventually, the subtle differences in the aims of those who are involved diverge, some feel they are more equal than others and the project inevitably becomes pulled apart at the seams.

Well, thanks to the many authors of this blog and the recent posts that have strayed dramatically from the original mission statement, the mighty Crap Holyrood Chat blog has seen its numbers plummet and has skated narrowly close to the plight of ruin and ridicule.

So, I have metaphorically grabbed the conch and am getting things back on track, 'pruning' posts that I feel were not part of the CHC remit and reinforcing the raison d'etre of what this blog is about:

Per CHC Mission Statement: The time is therefore right to publicly humiliate any MSP who brings "crap chat" to the chamber. We need these people to feel the fire of the electorate beneath their feet and if they can't bring the quality and the professionalism to the job, then they shall be turfed out at the next election in favour of an eloquent, capable woman or man who can do the job instead.

No more the tawdry suggestions of sex stories, no more the partisan cat-calling of who was campaigning where in Glasgow East and, dear God, no more the inane tale of the Holyrood Mars Bar cake.

Instead, dear reader(s), I give you Voytek the Bear.

In his platform piece in yesterday’s Scotsman ‘change rather than continuity is the way ahead for Lib Dems’ Mike Rumbles attacked the stance that the Lib Dems took in the budget debate (as well in the majority of debates on various issues) in abstaining in the final vote.

I guess Mr Rumbles is just putting across his firebrand credentials whilst trying to convince Lib Dem voters that if they want a change then he is their man. It is interesting to note, however, that when it came down to voting in the Budget instead of following the lead of Cathie Craigie in voting against the budget, Mr Rumbles meekly abstained in the vote.

Words are all fine and well Mr Rumbles but we’ve seen very little in the way of actual action to back them up.

The Captain Mainwaring of Scottish Politics (aesthetically anyway) was the second man to throw his hat into that ring. I’d love to list the many great things that he has done, instead I’ll leave Jim Tolson MSP, on Ross Finnie's Facebook group, to explain why all Lib Dems should vote for Finnie… Here goes:

Mike ‘Rumble in the Jungle’ Rumbles

The man that inspired Ant and Dec to write ‘Let’s get ready to Rumble’ not long after one of them was blinded in a harrowing paint ball incident in Byker Grove, was the first to announce that he fancied the gig of being Lib Dem leader. Mikey also appears to have not only one Facebook group dedicated to his dream of being leader, he has two! Saying that, one seems in jest. Also, a look through the members of the group makes for interesting reading, not quite as interesting as the list for those who haven’t yet replied including Chris Huhne, Nick Clegg and Ming Campbell – so it seems that Grumbles doesn’t have the backing of the high heidiens of the party…well…not on Facebook anyway.

And finally….

Tavish Scott

Seems the front runner at present. Don’t have that much to say about him other than he likes dressing up as a Viking. Fair play to him. Also, he apparently has the backing of 6 MSPs at the moment, clearly favourite to win it then and I've now stopped caring.

Well, not content with contending the Glasgow East by-election and putting together a potential challenge for the Labour leadership, Margaret Curran has also found the time to positively skewer Kenny Gibson for some Crap Holyrood Chat. Indeed, this was the inaugural Crap Holyrood Chat if memory serves correctly.

The Mystery of the Missing Mars Bar Cake

The culinary delights of the Parliament canteen are a well kept secret. Delicacies such as boiled courgettes, watermelon mayonnaise or beetroot coleslaw memorable only for their aftertaste... However the Parliament does do a fine line in MarsBar cake.

- That's right a tray bake of rice crispies combined with 17 melted mars bars topped with melted mars bar. It's a treat. And a heart-attack.

However, its absence has been mourned by a number of researchers for many weeks now. Crap Holyrood Chat decided to investigate and Parliamentary authorities inform us that the MarsBar Cake has been deliberately removed due to the canteen recently being awarded a prestigious Healthy Living Award.

I've just witnessed 3 workmen take the bulb out of every desklamp on the ground floor and replace them with a slightly softer tone lightbulb - throwing the perfectly bright, old halogen lightbulbs in the bucket...

It's just bizarre and a total waste of money! They'll be bringing people in to file the sharp edges off the paper clips next...

Next in the limelight is a Tory, a first for the blog (I think, the multititude of authors makes it difficult to keep track.)

Alex Johnstone came out with this whopper a while back in the parliament and it definitely merits inclusion in the CHC vaults:

I will not do that, because I know the procedures in this Parliament and how the order is decided. Sadly, I cannot say that the Liberal party's lack of understanding of the procedures is the reason why it has behaved in the way that it has today, but I will say more about that.
First, I want to talk about the Labour Party and what it proposes in its motion. It is a disappointment that, once again, the rump of the Scottish Labour Party has come to the Parliament and demonstrated that it neither understands nor can cope with the notion of opposition.

Jackie Baillie: Will the member give way?

Alex Johnstone: The tradition in this Parliament is that if a member mentions someone in their speech, they give them a chance to reply—so I give way to the rump of the Scottish Labour Party.

Jackie Baillie: I advise the member that the Presiding Officers care about the language that is employed in the chamber.

I ask the member, who is evidently confused—along with his colleague Mr Brownlee—if he is not aware that David McLetchie contributed to the Labour motion that is before us? Could he perhaps tell me what rule or standing order has been changed? Does he agree that no motion that is contrary to the standing orders would be accepted by the Presiding Officer? Why are the Tories rejecting the opportunity for debate on the budget priorities? Perhaps the answer lies in the price that the Tories extracted from the SNP for denying the Parliament the right to debate.

Cracking Holyrood Chat - Mike Russell

The SNP have taken a right battering on these pages, and quite rightly so given the poor standard in some of the motions.

But, I did say that this blog wouldn't solely focus on crap Holyrood chat but would, from time to time, showcase the cracking Holyrood chat that does come about.

Is there any other MSP who could pluck the phrase "self-serving, head-of-a-pin, pettifogging" out of the air?

The Minister for Environment (Michael Russell): I find myself in some difficulty, because the opening sentences of my speaking notes say:

"This has been a very valuable and useful debate. I welcome the contributions and views that have been expressed".

I publicly dissociate myself from that opinion. This has not been a "valuable and useful debate." It is of some significance that not one member has declared an interest—because there has been no interest in the debate. Outside the chamber, there will be no interest in the debate. By insisting on holding this debate, Robert Brown has succeeded in wasting everybody's time. Labour members have been very cute—they knew that first of all.

Robert Brown rose—

Michael Russell: No, Mr Brown, do not waste any more of my time. My keynote for this summing-up speech is just to get through it.

At the start of the debate, only three out of 16 Lib Dem members were present. They were not going to have Mr Brown wasting their time. Mr Chisholm did worse—only six out of 41 Labour members were in the chamber for the start of the debate. Even Mr Fraser managed just three out of 16. Those absent members knew that this afternoon's debate was pointless. It was a pointless occasion, and it was one of those occasions that do the Parliament no good whatever. Let us be ruthlessly honest about it: this was political theatre for those who are paid to be here. The debate had no other meaning.

David Whitton: Will the minister give way?

Michael Russell: No, I will not give way. My intention is just to get through this. I just want to get through it and go home. Just understand that, all right? [Interruption.]

The Deputy Presiding Officer: Order.

Mr McAveety: On a point of order, Presiding Officer. Is it appropriate for a minister, in responding to a debate, to say that he is here only "to get through it"?

Michael Russell: Yup.

The Deputy Presiding Officer: That is for the chamber to judge.

Michael Russell: It is appropriate for ministers to tell the truth, which is what I intend to do.
Let us consider the record of Labour in opposition when it matters and the issues that it has brought to the Parliament. In the past year, Labour has had 19 debates and of those—this is a fact and facts are chiels that winna ding—only five contained a policy proposal and one of them was on the Calman commission, which does not count as a policy in any way. That leaves four policy proposals, of which only two were new ideas. Labour in opposition is not moving Scotland forward, it is moving itself backward. There was nothing new in the five Lib Dem debates either—not one new policy was proposed. Even the Tories have a better record than that.
This afternoon, we have heard several dismal speeches that were designed only to carp. I accept that many of them were fairly entertaining, but I want to single out one that was not. I can describe Johann Lamont's speech only as a sour and bitter attack full of smears and false innuendo all shrouded in a cloak of false indignation about parliamentary accountability. What annoys Johann Lamont and so many other Labour members is not that we have failed to be accountable but that the people of Scotland like what we are doing.
I understand the frustration that somebody who has spent their career saying that something cannot be done will feel when they discover not only that it is being done but that it is being done well, but my advice to Johann Lamont and to other Labour members is to get over it and start contributing to the debate. That has been the constant theme of the debate. There can be no criticism of things that are not happening—that is not possible.

Johann Lamont: Will the minister give way?

Michael Russell: No, I will not.

The criticism is of what has been happening—the successes that are taking place and the intention to continue to make things happen. Let me be absolutely clear on the issue of smaller class sizes. I am happy to do so, as it is a policy with which I am proud to be associated.

Bill Butler (Glasgow Anniesland) (Lab): Will the minister give way on that point?

Michael Russell: Smaller class sizes are vital to Scotland. We have argued for them constantly. The concordat with local government creates the framework for their operation.

Bill Butler: Will the minister give way?

Murdo Fraser: Will the minister give way?

Michael Russell: No, Mr Fraser.
Councils and the Government are working hard to achieve that.

Michael Russell: Believe me, Presiding Officer, I am showing all the courtesy that I can summon at this stage in the debate.
Some of the criticism has involved accusing the Government of being populist, but the real objection is that we are popular, not populist. The Government's mission is to meet and match the rising ambitions of the people of Scotland and to improve their daily lives. That is a popular ambition and one that we will fulfil. Moreover, people know it. Research that was carried out between May and November showed that trust in the Scottish Government had increased by 20 percentage points in a year, from 51 per cent to 71 per cent, which is twice the level of public trust that is placed in the Westminster Government.
We have laid out a range of proposals and activities that we will bring forward. The First Minister will set out the full details of our legislative programme in September. As he did two weeks ago, he will mark a visionary course for Scotland—one that is full of detail, that will continue to drive Scotland forward and that will appeal to the Scottish people. The only critics of it will be those who do not understand the thirst and ambition of the Scottish people for change.

I have to admit, I have something of a soft spot for this motion. I think it's got a bit of wit and intelligence behind it. But still, such blatant use of motions to champion the cause of independence can not go unchecked.

So, somewhat grudgingly, Stuart McMillan has his first entry in the Crap Holyrood Chat vaults.

The site seems dominated by SNP and Liberal Democrat MSPs so far. Surely there must be some partisan comments from elsewhere?

Pringle Weavers motion

What do you want to see from a local elected representative when a famous brand of weavers announce that they are moving their factory from your constituency?

Why, you do your utmost to keep the firm there.

Well, that should be the case, apparently not when you are Christine Grahame though, instead, she puts down a motion demanding that Pringle Weavers desist from using the Lion Rampant emblem.

At times, you couldn’t make it up.

S3M-02304 Christine Grahame (South of Scotland) (Scottish National Party): Pringle of Scotland No More— That the Parliament notes with regret the recent decision by Pringle of Scotland to end production of its manufacturing operations in Hawick, bringing to an end almost 200 years of production in Scotland; notes further that Pringle relies heavily on the “Scottish brand” to market its products and considers that it should desist from using the Lion Rampant emblem and any reference to Scotland in its marketing which, in the circumstances, is entirely misleading, and further urges the Scottish Government to explore all legal avenues to prevent the use of these Scottish references should the company fail to do so voluntarily.

It looks like we're well underway now.

Given that Holyrood is in recess until September this site might be slow going at first. However that just gives us time to look back at some of the less worthy motions and comments which been made in Parliament.

Jeff kicked it off with comments from SNP MSP Kenny Gibson. It therefore only seems fair, by way of balance, to follow this with a response from Liberal Democrat MSP Robert Brown to another Kenny Gibson motion.

S3M-2296.1 Robert Brown: Glasgow East By-Election

As an amendment to motion (S3M-2296) in the name of Kenneth Gibson, leave out from "believes that Labour’s" to end and insert "notes, however, the SNP’s poor electoral record in Westminster elections and that the Liberal Democrats are the challengers to Labour in Scotland at that level, with 12 seats to the SNP’s six and with the most recent by-election gain in Scotland being by the Liberal Democrats at Dunfermline and West Fife; further notes that the SNP is in any event largely irrelevant in Westminster elections, with one of their most senior MPs hardly ever in attendance, and believes that the electorate in Glasgow East is more than capable of identifying both the failures of the Labour Government at Westminster and the many u-turns and broken promises that are the hallmark of the SNP government, including those on class sizes, police numbers, student debt, first-time buyer grants and slashed support for Glasgow Science Centre."

The conception for this blog came unwittingly from a post I created on my own blog after I heard about some brainless comments from a certain MSP. The brilliant Ideas of Civilisation pushed me to start the blog and that brings us present.

So, it seems appropriate that the dubious honour of the first Crap Holyrood Chat posting should go to that same MSP - Kenneth Gibson.

That the Parliament recognises the utter irrelevance of the Liberal Democrats; believes that they are the architects of their own increasing marginalisation by their refusal to recognise the changing landscape of Scottish politics, which has shown that minority government can work and that their status as kingmakers to the largest party is now redundant; notes the unexpected vacancy for position of Scottish Liberal Democrat leader; considers that there has been a continued decline in Liberal Democrat fortunes in opinion polls, council and by-elections across the United Kingdom, and is saddened that they are still misguided enough in considering that their party is a credible force in Scottish politics.

Crap Holyrood Chat - Mission Statement

Hello there.

For too long Holyrood has been derided as a Mickey Mouse Parliament, a talking shop where little gets done and the calibre of politician is woeful.

The time is therefore right to publicly humiliate any MSP who brings "crap chat" to the chamber. We need these people to feel the fire of the electorate beneath their feet and if they can't bring the quality and the professionalism to the job, then they shall be turfed out at the next election in favour of an eloquent, capable woman or man who can do the job instead.

Although this blog is chiefly to register any unnecessary partisan rants, intellectually-lacking speeches and/or ignorant waffling from our MSPs, there is always space for those rare moments when an MSP comes out with a golden phrase or a witty line or three.

And to ensure this blog is as thorough and complete as it could possibly be, I am more than happy to send out author invites to those who may be interested in posting, particularly those who are much closer to the day-to-day Holyrood action than I am.

So thank you for your interest and let us all look together to a brighter future, free of crap Holyrood chat.
